Interesting fact: In 2016 a collector’s group was allowed to sign up for a special “paint a plate” and “decal a plate” events. In the “decorate a plate” event there were retired decals, such as this. Attendees were allowed to add decals to dinner plates and java mugs.
These plates will not have the red line around the edge.
